The racing theme probably suits it better anyway

I think a cops and robbers theme would have been really cool for it , there are plenty of racing themed rides around but that would have been something a little more interesting. Just looking at a Lego City set like this you can see how it would have made for a fun theme.

The problam with that, is that Lego City police sets get a total rebrand every couple of years (alternating years with the fire range). It would be out of date before you know it.
